ok I just got Adobe Photoshop CS4 Extended and whenever I load up a picture Photoshop makes it look like this

how can i fix this?
I have Windows Vista Home Premium 32bit if that makes any difference

looks like you took a picture with a screen door over the lens
ok thanks. worked great. i thought it was a setting since it seemed to be patterns
