That potion is a pretty terrible "fix" to a change they probably shouldn't have made in the first place.
Witcher School gear is already behind so many walls that a level requirement makes no sense to begin with. You need a master craftsman to make the best stuff, which doesn't become available for quite some time, and the plans themselves are often tied to high level contracts requiring you to kill high level creatures to even get them in the first place. Having an arbitrary level gate makes little sense, and increasing that gate makes the least sense of all.
Level requirements on gear has always been a part of RPGs I really hated. It makes zero sense and is not fun. If you must limit gear, why not make it less effective if you're under recommended level? That way at least you can say that character isn't skilled enough to take full potential of his gear. Level locking is just silly. Or is there some sort of ancient magic preventing player from even putting a sword in his hand if he isn't levelled enough?

That could be neat. Taking the idea of WoW's heirlooms, gear that scales, but still following the idea of level-specific gear.
I guess the way you make them less attractive is by doing the scaling by percentages and rounding down, so gear meant for your level might still be the best option as their numbers are at their peak and not rounded, specifically meant for your level. If you really wanted however you could wear some high level armor and it would become better as you leveled up until you reached the peak.
On the other hand you reach into the problem (which is the reason we have level restrictions) where if you can just wear the best at all times, what is even the point with all the other loot? It just ends up being useless cosmetics.
I think you need to think further about your attitude toward level locking though, you seem to ignore all gameplay reasons for level requirements, and have you thought about how boring games would be if you followed those logical ways of doing things? If there is no upgrades to pursue, no numbers to be cranked and nothing new to look forward to, what do you have left? Not everyone cares about the story, nor the world, and if you remove that chase for better numbers to feel stronger you've removed a huge reason for playing the game.

I guess it's just one of those concepts that RPG games keep taking from other RPG games. I haven't really thought about it. I mean, you're right it is kind of annoying when you think about it, but I didn't really care. I thought it was just a norm for RPG games.
