It's not free but cheap, you have to pay for a crypter or make one your self to make the virus undetectable from anti viruses.

Rat/Stealer Any where from 20$ to 1,000$

This has nothing to do with "sexism". It is even stated in the damn article (if you'd bothered to read it instead of flying off into a rage) that it is quite rare to see a woman tampering with devices to monitor the kids or partner/ex-partner. Her warning people "hey, watch out for fathers just suddenly giving techy things to your kids" is sound advice if it's mostly fathers doing it.
