Use something like handbrake to convert to an mp4
Burn to iso and mount with image mounting software.
Edit: if it's in video_ts format.
Use Windows Media Player?
What format is the video in?
Why wouldn't VLC play it?
You can just double click on the VTS_01 file or whatever it is called. The first numerical file that is named VTS is something and is a few KB in size
