Sometimes when I power up my system, though the power IS on (all of the lights are on), my monitor acts like it isn't and goes into standby mode. I don't think my disk is active either. Also, the power goes off instantly when I press the power button again. Normally, you have to hold the button down for a few seconds, like once the OS loads. So what I'm asking is: Why is my hardware refusing to be powered even though my power is on and how do I fix this intermittent problem?

You better be careful with the supply because (in my case) the cable can touch the case of the supply, which is also connected to the whole computer tower and then you touch it and... if it's not the PSU it's the motherboard.
This happens to some computers I've seen when there's certain USB devices plugged in. It just hangs it. Try unplugging every USB device and see if it still happens.
Try using just the necessities, then add one part in, then try again, etc.

The refuse-to-post starts don't happen regularly enough to figure it out by unplugging things I'm sorry to say. If it isn't a PSU problem (lights coming on signify power is getting through) and the mobo passed a hardware check, then what is the most likely cause of these RARE failed starts that have occurred since I got the thing? I am suspecting a loose wire between mobo and PSU but I need more input before I'm comfortable opening the case.
