Steam will not start, says I need to connect to the internet

I can't connect to steam now because of that error. That's if I use the main exe, too. If I use a shortcut, it looks for steaminstall.msi.
I can connect on both IE and Firefox, but Steam won't acknowledge it. If there is a way to fix this without re-installing, I'd like to know, but I'll re-install if I must.
I should note I got hit with the AV2010 trojan and it fucked my shit up.
Check your firewall settings with your antivirus.

I don't know what that is, but it probably could have messed up your system. Do a system recovery to an earlier date before you got hit, after you tried the advice above.

Do this.
I had this issue. Open ports in firewall.

I'd make sure you are free from this trojan first.
Try deleting everything in your steam folder except steamapps and steam.exe and then run the exe, this will redownload / reinstall steam but you won't loose your games. Requires a re-log in.

Thank you so much, man, it worked and only took me 1 minute to fix as opposed to hours of downloading of re-installing.
