I popped in a dvd earlier and there was an option of install.exe and I'm wondering what the fuck it is.

Presumably a DVD player for those who have no DVD player.
It could also be some DRM (Like if you run the setup.exe it installs a service or something to prevent you from copying the DVD)
Run it, see what comes up.
