Need a DIRT CHEAP build for my 10 year old brother.

Hey, I know I just posted yesterday about upgrading my own current build, but now I'm asking for my brother. I was planning to make him a computer out of some spare parts around the house. I just want him to be able to run some basic games like HL2, GMOD, and maybe a few other dated games.
I already have:
GPU: HD 4850
PSU: 600 W
Case: Mid-Tower
RAM: G.Skill Ripjaws 4GB DDR3
HDD: Some old Seagate or Western Digital 320GB IDE or SATA
However, I still need a Motherboard that can support AMD AM2+ or AM3 as well as the DDR3 memory, but I really need it CHEAP. Since he's 10, he's not gonna care that much so long as it can host all of this stuff. I just need something that's reliable and compatible. I'm hoping the CPU from my dad's old board works, don't really have the resources to test it around here, but the motherboard was fried. Is there a large chance of it being ruined as well?
Thanks ahead of time. Remember, CHEAP.
You're going to have to define cheap.
$50 or under
What CPU did your dad have?

If it's a low TDP one you'll be able to get an even cheaper motherboard most of the time.

That's the bare minimum unless you're getting a motherboard with inbuilt Atom, in which case you might aswell not get a computer at all.
It's slightly over $100
I don't recall it, it was an AMD quad core from a 2007 Acer tower. I was just asking for a motherboard essentially.. Thanks for the CPU link though. It'll be a good addition in case the aforementioned CPU is fried.
Okay, well you won't be able to use DDR3 if it's an AM2 or AM2+ CPU.
Shit, maybe I can talk my parents in to chipping in for a processor. Will that little ARM processor run the games I mentioned? GMOD, HL2, etc. You have to understand that anything is a step up from the $200 eMachine with Vista Home Basic that my grandma bought back in like 2006.

I didn't mean ARM, I meant AMD. My bad. And no, the processor doesn't look like it will do much more than basic video and office stuff. Probably just get him a Phenom x2
The Athlon 250 can easily pull off source games, plays Deus Ex:HR quite decently even. Its not amazing, but it will perform just fine in games.
Coincidentally I'm building a computer for my little brother (who just turned 10) with comparable specs. Also, chances are it's an old phenom, they sucked pretty bad, but it should be okay for a 10 year old.
It will be perfect for a 10 year old, I used to have a AMD 64 2600+ single core and I thought that was fast. 10 year olds aren't hard to please and when you tell him it's a dual core he'll think its pretty fast.
Surprisingly the rig is running the WoW trial for him. Needless to say it's a pretty damn low framerate, but he said that it plays really well, hahaha. Well if we decide on purchasing him the mobo and CPU then I'll definitely take a look at the processor as well. Thanks for the input guys!
