I'm not looking for anything super insane, but I do want something that'd be good for Fallout 4 and I'd probably be getting MGSV after the upgrade. Basically whatever would compliment my current build:

Budget isn't an issue, it's going to be a gift from my sister. PSU is 450W, unsure of the brand name if that matters.

I'll keep that in mind. So far I've had no real issues with the CPU, it's all been the GPU. What would you recommend for a good CPU, the one in the partpicker?

You won't notice the processor as long as it's coupled with a low-end GPU, it's when more powerful components get installed it'll limit you/them. Coupling it with a 280X will give you a massive boost, but you'll still experience very noticeable FPS dips, and a much lower framerate roof than you would have with a faster processor.
And yes, the 4440 is basically a slightly underclocked 4670k with a locked multiplier(this also means lower power consumption/heat/noise), it's incredibly competent, and a great choice if you don't want to spend too much money.
At 1080p a GTX 970 is powerful enough for high settings. I think that the bottleneck for that CPU shouldn't be too great in actuality.
You could move up to an 8320, though AMD isn't my knowledge strong point.

most games wont make use of the extra cores in an 8320, hes better off at this point by getting an i5/i7 or waiting for zen core to come out

The 8320 is more powerful on a single core + overclocks better, which would prevent bottleneck issues at 60hz

Stock i5 2500k: 1896
AMD FX 4350: 1399
That's about about a 30% gap.
The 8320 is stock 3.5 Ghz, it can overclock up to 4.5-4.8 with only an evo 212 as a cooler. That's a 30% increase.
At which point the 8320's single threaded performance should prevent any bottlenecking and should be on par with a stock 2500k.
Cost/performance wise buying a new skylake motherboard + i5 is going to cost about 3-4x more for possibly 50% more single core performance (with overclocking on the 6600k). For gaming use only the 8320 won't bottleneck it.
A stock 5960x is only 100 points higher single core wise.

No shit skylake is 20% better performance than sandy, it's about 50% stock over a stock 8320 and 50% OC over an OC 8320 on a single core.
And because that 2500k at stock is slightly more powerful single core than the i5-4440 which is really quite a lower end haswell i5, which would explain it.
I don't see why you'd buy an i5-4440 and a new motherboard for games when you can overclock an 8320 to the same single core performance. It's not skylake but neither are i5-4440 cpus and they're recommended all the time.
