I don't know why they always word it that way. To be clear, it means that if you download within two weeks you keep it forever. They just put the price up to $10 or something after two weeks for anyone without it.

Just the DLC of course, though the game is currently on a free weekend

and in response to "not very good business", it was to owe up for the game being buggy (but arguably playable) on release

I downloaded the DLC, I didn't get the new maps or the new achievements. The only things I got were the new weapon attachments and clothing.
