That was a limitation with all PSP games. Monster Hunter (the only one I own is Freedom Unite) was the only one that pulled that off moderately decently.

And that's not going to change on the 3DS, unless you buy the Circle Pad Pro. I'd much rather play it on Vita with two sticks.
