I get this error, the card is activated and registerred.

American Express said it shows no records of me trying to purchase. Is there a site where i can buy a virtual card online with my current gift card?
Steam is one of those companies that will bitch if it doesn't have a cardholder name on the card. If the game is on newegg, try that.
My AMEX gift card worked on newegg.

You can call american express and they will put your name/address on the card so you can order online. The amex giftcards have never worked for me on steam anyway though.
I think Steam just doesn't like AMEX Gift cards. I had one and I could never get it to work.
Although for some reason it had no problems with a Visa Gift Card
