NPC Spawn Positions

So I have been having quite a bit of trouble get NPC to spawn in the map. I.e Car Dealer, Gang Creator, Smugglers. When I set the world positions in the LUA file (Which is were the addon told me to enter it) and when I restarted the server, with the world position in the addon, No NPC was found. So I tried again is a spot where I would know it would be... Still nothing. If you need the LUA Script for it let me know I will post it.
