I completed The Evil Within 1 recently and I gotta say, it really went above my expectations, to the extent where I would consider it very much underrated. It ain't perfect, but I found it to be a tense horror title with top-notch art design and atmosphere. Hell, I would go as far as to say that it's on-par with Resident Evil 7 if not above that.
whoa whoa whoa lets not get ahead of ourselves with that last bit while it certainly is a fun game, its janky as shit and the issues with the pc port dont help also the story is so ridiculous and disconnected that it was nearly impossible to keep up with what was going on and still be actually interested
The game felt alright enough to me, and the PC port personally didn't detract from the experience since I had very little issues with it (though of course YMMV). I also didn't care much for the story, since I was more invested in the gameplay and horror elements. I do agree however that it could've still used additional polish and refinements.
See, you say it's underrated but you have to remember that when it released it got considered overjoyed because it was less than everyone's expectations.
I don't know much about the "hype" there was before release, because I only really got to see anything about the game well after it came out and not many people seem to be talking about it. Besides, I didn't become invested in the Resident Evil series until rather recently as well, so if the hardcore fans of those games consider it to have been overhyped then I can understand. Whether a game is good or bad is subjective and they probably have a significantly different view on something like this than what I have.

It runs like ass on the PS4, when I tried it the first time they had just said they had no plans to remove the black bars (and considering they're not forced anymore I'd say that didn't work out so well), once you get past the super awesome and open RE4-like village it takes a sharp turn right back into linearity and makes trying to go the stealth route pretty pointless. The game had some good ideas and the first hour of the game is executed well minus the framerate but I've tried to play it three times and gotten bored each one, meanwhile I've finished RE7 around ten times now and I've 100%ed the base game.
The Evil Within is a pretty good game, yeah. The story is weird as hell but apparently it all ''clicks'' in the DLC. Which I think is a lame money grab, but oh well. The design, the horror etc was really solid. The game creeped me out for sure. My only gripe with it is sometimes you'd be out of ammo so bad and you'd have like a wave of enemies to clear & the ending chapter basically is a on-rails shooter. Kinda killed the vibe. EDIT: The black bars had a gameplay reason though. It's supposed to limit your visibility to mimick Sebastiens FOV.
