Unless you have Norton installed and windows defender enabled. You also can't get viruses from Internet Explorer, reccomended version is 6.
But you better had re-install Windows, just to be safe.

possibly, but one of the only ways would be to have one of those funky metadata-altered images that you save to a certain extension and then run (as per 4chan)
You can use the .png extension on any type of file and therefore you can have an "image" with a png extension not be an actual image
You can also add javascript to img tags in HTML which will execute in some browsers.
