Well turns out it uses my router's ip whenever I host a server (those 192. IPs) and that just won't work, so how do I host a server on my site like you see on minecraft servers and 64pixels.

I do that, but to connect I still have to use the 196 IP and that won't work for other people so I need to connect my website somehow.

He still needs to use his private IP. In some cases he won't be able to connect with his external IP. I'm not sure if this is a problem with NAT or routing on the ISP's side.
But he needs to give other people his external IP.
