I'd imagine many streamers would switch over to youtube as they'd get much more exposure there

It'd be pretty neat to have them get a deal with Valve to implement streaming through Steam, if I recall correctly they're already doing that with Origin

Well the only two big features missing right now from the steam ingame UI are video capturing and streaming

Yeah it would be nice to be able to record videos from the steam overlay.
Its hard to say if this will impact twitch hard. It's down to who can do a better job at it, and at the moment, Twitch does a pretty damn good job at it.
It really depends if YT will support programs like OpenBroadCaster or Xsplit. If it is only ingame footage then probably many people won't like it.

OBS and Xsplit do work with YT though.
This is for built in game broadcasting like PS2 does.
