Wierd thing coming after when I drag my windows to the sides

Okey so I got this new computer and installed the newest drivers I could find. But still I get this problem. When I drag a window over the normal screen with icons etc, it comes like that but black, and it just flashes. Maybe it's not that important, but it is extremely annoying, and eyefucking.
I'm having a problem, possibly the same source of the problem as before mentioned, on Minecraft and Garry's Mod. When I look around there comes slightly transparent lines after bright items (Garry's Mod) and after all edges of blocks (Minecraft)
Any help would be apprietiated.

I tried that, but the same problem persists.
Might it be something with my drivers or something?

My XP used to do this when the program was crashing, but it was only then.
