This one lets you upload video files.
You can use VLC as a streaming host by IP address, and cast the feed directly to people. I'm not an exact expert on how, but a friend of mine did this and group-watched a DVD belonging to a mutual friend in Japan, so I know it can be done.
Google hangout have synchronized youtube streaming, and you can mic-chat during it aswell.
If you've got an amazing connection, Teamviewer could work too. Though I doubt it could handle video well enough, regardless of speed.
