• Is my comp outdated?

I mean I run TF2 in 1024x768 windowed mode, every graphic options on the lowest, no fancy hdr, yet I get only about 15fps! I'm not too good with computer so I will just provide you with pics of dxdiag. Is it time for an upgrade? Please tell me, thanks.
I think you should be able to run TF2 on max. details on that system. The Pentium 4 is old, but it should run Source games. I don't know about the Radeon HD4600, but it should be able to do it, too. 2GB RAM isn't too bad. Your system is old, yes. Your video card not so much, but it is a very low-end card. My laptop is worse than yours and I can run TF2 on high settings...
CPU is a bit outdated, but everything else is up to speed. You should be running TF2 at no less than 60 FPS maxed out. depending on your total resolution. If it's not playable maxed out, then something is wrong with your drivers.

If annything I would reinstal XP and keep the Windows 7 Key for a future pc. Unless someone has a better idea or a fix.
yes, but something is horribly wrong with it. even my socket 478 3ghz P4 with only a gig of ram and a radeon 9550 runs TF2 better than that; it averages 37 FPS on medium settings at 1024 x 786

Post the taskmanager again but with "show processes from every user" It's at the bottom. Also, update your drivers if you haven't already.
A radeon 4600 (is it 4650 or 4670?) should be able to run TF2 maxed out without any problems, except if you're playing at high resolutions (for example1920x1080 with 8x aa). Your cpu is definitely a bottleneck in tf2, but you should still get higher framerates. I don't really know how to fix your problem, try updating the graphics drivers for a start. edit: do other games run well or is it only tf2?
Don't run the game in Windowed mode, it runs faster in fullscreen, and make sure graphics drivers are up to date

I tried to play again today, installed Steam, downloaded TF2 and installed it, so no messed up configs. TF2 runs slow as hell on 1024*768 (the resolution I used to play with), even on lowest details I only get around 25 fps. On 800*600 it's kind of playable, but in comparison to a stable 50+ fps this really is bad. My guess is that this is the result of many changes done to TF2's game engine, like the update to L4D(1) engine and other things.

It's a 4650, I usually run game at 1280x1024 , but tend to go on the lower res. I'm really puzzled I remember running it just fine maybe 1-2 years ago. Also this occur in other games too. That should be able to run TF2 quite nicely. Check your running processes again, and sort by CPU usage. If you're using 92%, and only about 60 is accounted for, there's something running that shouldn't be running, and you need to shut it off.
As you can see in post 9, these are ALL my processes running.
That doesn't look that bad at all. TF2/ Orange box games aren't very demanding.
