Verclsid.exe Uh, this isn't an actual legit Windows File ?

For last couple days I've noticed that when I start programs, or hit my Computer or anything really, my PC hesitates before pulling it up, instead of being instant, well I pull up my task manager today as I pull up my computer and notice a process started almost as soon as I clicked 'My Computer' , after another try I caught it's name. 'Verclsid.exe' It also disappears just before what I clicked on pops up, in this case, my Computer...

now I know there's a signed XP file that goes by the same name, but the way this one is acting is very very strange, anyone experience this issue? or can confirm it is malicious ? It has to be considering I never got the windows update that installs this file (KB908531)

Yep, I've checked both of those, and looks like mine is an actual signed Microsoft file, but it's still causing issues with starting up some programs, and a huge delay starting anything at all while it starts, then shuts itself down, renaming the file so it's not used only made the delays worse, The problem is I have no update that it comes with to uninstall :(
