Can steel cable ties be cut with ordinary scissors?

Hey, I am thinking of buying steel cable ties, and I was wondering can they be easily cut by scissors? Or can you suggest something that zips tight like cable ties but cannot be cut with scissors?
Get a pair of pliers. They would do the job if scissors couldn't

I don't think you guys understood him. No, steel cable ties can't be cut with normal scissors. What do you need that you don't want to be cut though?

He's asking for cable ties, not something to cut them with.
well, in my school we do a jokes like zipping peoples bags in class. But I noticed they just simply cut them with scissors. I want something that would make them put some effort into cutting them. I know it sounds childish but it's just a funny joke.

When I was about 3 (give or take 10 years), we used to take everything out of someones bag and turn the bag inside out, then replace everything and zip it up. It looked fucking hilarious. It's called a nutmeg.
