How do I deny my brother to connect to the internet?

My brother bought a windows 8 laptop and as fast as he starts it my ping jumps to 500 and doesn't go down until he shuts it off. I need to know how I deny him from connecting to the internet so I can play with my friends on the weekends for just a few hours. I haven't gotten a moment to play with them for 2 months now because the high ping makes it unbearable :[
My isp is Thomson TG585 , my brother is on wireless (If that even matters)
or you could just troubleshoot why in the world it would be passively using up all the internet since he has as much right as you to have internet
On Thomson TG585 you can set the Quality of service thru command line only. You should know MAC address of both your network adapter and brothers computer network card. You should be able to find the tutorial via google.

He's been hogging my internet connection for like 2 months, I just wanna play cs:go and not teleport around the entire map for 2 or 3 hours, it's not like im gonna deny him permanently/frequently
You can try secretly installing something like this:

If I remember correctly one of these programs lets you remotely limit a computer's internet-- down to per-process control, but I could've been fooled or something.
Just use QoS on your router. If that's not an option, buy another cheap wireless router and put that behind your cable modem and use QoS on it.
