im looking to put a sound card into my computer i have roughly 400 $ left in my budget. I will be using it for fps games. i would also like to be able to heard ppl across the map in css
you can't get a sound card for 4 dollars

CSS uses a proprietary sound engine, which allows exactly 0% hardware acceleration. Also, well-built maps (anything played competitively) segment the map into different rendering areas to improve performance. That means that if you're on the other side of a no-draw wall, you could be 3 feet away, you won't hear anything on the other side. If you have to get a soundcard, find something with EAX5 and CMSS-3D support. EAX5 will be lost on CSS, but maybe the CMSS-3D will help you out.

Don't buy a sound card. It's a waste of money. Integrated is fine. Just get a new set of speakers for $400 or a crazy nice head set.

Soundcards aren't a waste if you have good headphones/speakers to go with them.
