It's both. DLC and Expansion Pack are mutually exclusive, and expansion pack can be downloadable content, and downloadable content can be an expansion pack (amongst other things).

Whatever, this looks pretty fucking cool. Quite a change from the main game. I hope it's as fun as it looks.
