Are TV's okay replacements for monitors? I need to downsize and am willing to get rid of my old monitor if the quality is good. It does have a VGA input for computers.
For specs it is 32", 128 Hz refresh rate, 1080p.

Not usually. You'd be better off getting rid of the TV and getting a nice monitor and a TV Tuner card or something, TVs can and often do have a delay even in gaming modes, if you test yours and don't notice one then it's probably fine. I just don't like them.
