My sisters are on the internet 24/7 and whenever I try to play a game it rapes my ping. Is there a program where I can temporarily disable the internet for a single machine? I know I can do it through the router but I want something that is quick and easy.

Why don't you just politely ask her to not download. General browsing should have almost no effect on ping unless your internet completely sucks.
Either way the connection is not just yours, so I don't see that it's right that anyone should try and help you to make it like it is. Pay for your own connection or deal with it.
Make a fair QoS setup that works for everyone. With proper rules set in your router, you can ensure that no matter what anyone (including you) tries to do on the network, you all maintain an acceptable level of connectivity. It's what I did for my home network, and everyone appreciates it.

No, he should do whatever the fuck he wants. If he feels he has special privileges over his sisters then fine, but he'll have to face the consequences for whatever he does, whether it be disabling their side of the internet or limiting their usage.

One guy wanted the USA to have that ability, though I can't imagine they would do it. Think of all the servers hosting important data used for online businesses. Think of the rest of the world that uses those servers. If they shut down the internet to the USA for a single second, the internet as a whole will fall over on itself.
