any dev can say their game is part of another games universe, but as long as the other dev doesnt agree to it, what the first one said is null, and if they still want to believe its a part of the games universe, then you can just write it off as fan fiction

I'd be fine if he were just referencing something else that he worked on. That's cool and interesting if you're familiar with his work. The fact that he's also alluding to the fact that this takes place in the same universe as the other games because of it is confusing.

Wait, if we're applying the logic that referencing something else means your game takes place in the same universe as that thing, then how many different games get set in the same universe as Borderlands?
This kind of crap reminds me of MatPat and his "Crossover" bullshit where he takes some minor thing from a game, ties it to another and says they co-exist in a similar universe (e.g. Super Meat Boy and Daytona USA).

Basing your entire game around a concept (voxel graphics, survival horror, zombies, etc) to ride the success of other games isn't the same as a small Easter Egg that most people won't notice unless they listened to this obscure podcast.
Gaynor even said that you have to make huge logical leaps to think about it this way. I really doubt he was being entirely 100% serious.

It's receiving praise that it doesn't deserve. It is not a revolutionary game neither in its narrative, the way in which it tells that narrative nor its gameplay.
For people saying "why get mad at a reference" it would be because Gaynor is trying to sneakily feed off the popularity of another game by directly drawing attention to it, instead of letting it be a simple reference.
