Getting very frequent stuttering (every half second) while playing 3D games like Dark Souls, Natural Selection 2, and Mass Effect. 2D games (Awesomenauts, etc.) seem to be unaffected as far as I can tell. Oddly enough the problem popped up after I wiped CMOS after setting my CPU multiplier too high.

There maybe some power saving setting in the BIOS that was off before and has now been reset to on. Otherwise reinstall/update drivers
HTC limit setting is the culprit kind of, it was set to throttle down when at 70c, which leads me to another problem.
For some reason, my CPU idles at 75c. I've reapplied thermal compound several times, rechecked the fan cable, cleaned out the heatsink, and nothing seems to help.
So figured out that my Mobo is setting the voltage on my processor to 1.4v when the default is 1.32v. The problem here is that I see no option in the BIOS for reducing voltage, it only lets you adjust it in positive increments. Like previously mentioned, I've already tried clearing CMOS.
Any help with this would be greatly appreciated.
