In the article they say that it's the boxes preloaded with addons to illegaly download content that are illegal. They don't seem to have a problem with simple Kodi boxes.

I'm gonna guess they are referring to built-in torrent client and usenet client (since the article doesn't go into details), which is like saying bolt cutters and crowbars are purely used for burglary.
