How can I make an animated avatar from a section of a .wmv video?

I have a .wmv that I want to take a part of, crop it, resize it, and edit it so it loops so that I can make an animated avatar out of it. The tools available to me are Windows 7, GIMP 2.6.11, and windows movie maker. Any and all help would be apprediated.

I give up trying to install the Gimp Animation Package. I'll just do it manually, like I was afraid of. Thanks anyways.
