I have seen a photo effect used, where the entire image is black and white, apart from the guys eyes, which are bright purple
does anyone know the name of the effect of how to do it?
I know how to do it on sony vegas if that's what you mean.

photoshop --> load image --> menu-image --> black & white.
select the eyes --> menu-image --> color mixer --> make them purple.
