Because I really don't have a clue, a couple of questions I'd really appreciate getting answers to.
1) Drive C and D. When you install ANY GAME on D, does it take up any room on C? (some sort of default setting. My disk space seems to get slightly smaller every time I install something on D)
2) Can I install a game on Steam from a different hard disks?
eg. TF2 on C.
HL2, Ep.1 and Ep.2 on D
3) How easy would it be to put Steam on an external hard drive and just plug and play into the USb port? Would this affect any quality?

1). No, maybe 1 MB at max orso of unistal info/registry info.
2). No, you can copy over the GFC files manualy if you are desperate.
3). I think you can however i am not sure.
Okay, well I uninstalled Steam and reinstalled it in D. But no I have about 500Mb of Valve ans Steam folders that I can't delete. What are they for, and can I delete them without deleting games in D?
2. Yes you can, using [url=http://technet.microsoft.com/en-us/sysinternals/bb896768.aspx]this[/url] program. Basically you'd move the game folder to another drive then link the folder on the first drive to the new location. I do this with my entire steamapps folder, that way I can reinstall my operating system without deleting / reinstalling my games.
3. I've never tried this, but I'd bet the USB would be a big bottleneck.

What are the folders called?
Steam and Valve. They are in Program Files.
