You could set it into a power-saving mode in the hit of one button already, if that's what you mean.

And it has that.
You can both:
- Put the system in standby
- Turn it off completely
When it's in standby, it can download updates and such (and be turned on remotely via remote play)
This new suspend feature is related to the games themselves. You can now suspend a game instead of having it quit entirely when you put the system into standby.
I guess the article didn't explain it properly.

Nah, I just didn't word my post clearly. I just don't see what would be so challenging about suspending a game, especially considering stuff like the PSP has always done it

I suppose there was some issues with it at launch that they've solved now, it was probably a planned feature from the start, especially since the PSP and the PS Vita featured it.
However, I'm not an engineer at Sony, so I don't really know.
If you open (some) other applications while a game is running, the game will suspend temporarily, so it's already built in for that. But now we can actually suspend it at will and leave it suspended when the console is in standby.
And still no support to play video from USB harddrives.
Disappointed.

Okay this seems pretty inexcusable unless it's some licensing thing. The xbox one is also limited in strange ways - You can't play music while playing a game like you could on the 360, for instance.
To be honest, the current-gen consoles seem kinda rushed with basic functionality only added later in updates. At least it's eventually added, I suppose.
The PS4 just doesn't focus on being a media machine I guess?
I guess it really should though.
