Alright, my PC setup is more than 10 years old, and i'm looking to upgrade.
Would keeping the monitor and accessories, but upgrading the CPU and the graphics card be possible?
I mainly want better performance in games, and better handling of anything above 240p.
I am still saving money, so I cant say a budget quite yet.
Sorry if I sound like an idiot, I've never done this before.

Older computers= Rarer parts= more expensive. I tried upgrading my mother's old heap socket 939 shitpile, and not only was it fuck hard to find a non opteron socket 939, it was $230 for the ones i did find.
I'm not really looking for something state of the art, just something that'll let me run source games and games such as minecraft without it being on minimal settings and getting 10-15 fps.
I cant even run a 480p video without severe choppiness on any site.

What stuff needs to be newer? I am already talking about the CPU and the graphics card, my monitor is pretty decent, and I doubt the accessories have anything to do with it.

Well my graphics card is a NVIDIA GeForce 6800
I've got a Dell 1905fp 16 inch monitor.
My CPU is a Dell dimensions xps generation 5.
What else do I need to say? I dont think keyboard, mouse, or speakers matter.

Yeah. The motherboard won't support any recent CPU, or graphics card for that matter. A new build will be your best bet.

You should reinstall your os.
This PC should handle 480p with no problem .
Your internet speed might be the problem there actually.

I have comparable specs (P4, 7600gs) and 480p lags on a fresh XP install.
It's not the internet connection because 1080p movies work fine on my macbook (C2D, Intel X3100)
I mean, pc is on wired and mac is on wireless.
I thought my specs should be able to run 480p fine, but in addition to that,I have to run all PC games on the lowest settings.

I do not have comparable specs - Athlon XP 3200+ @1.25GHz
nVidia MX440 64MB
512MB of DDR ram.
480p doesn't lag. Net speed is 16/1
