and water is wet, what a surprise can't expect a competitive multiplayer community to not be toxic, it's practically a given when the player base is large enough

To be fair, it's a problem with the way they're structured. The devs are extremely, extremely involved with their player base, more than most every other company out there. It'd probably rival Mojang pre-Notch. Afaik They do have a handful of GM's, but they seem to answer to the dev team when it's not a typical issue. Instead they should probably try to assign them as full on moderators with their own judgments (as a team) rather than stand-ins. Again it's likely more complex than just this but that's my two cents.
Bad map design is also hurting the game.
If policing bad behavior in your game is distracting your game developers from making new content (including 3D art, sound, levels, code, etc), then you need to completely separate those people from the policing duties. Sounds like a cop-out to me. I'd even go so far as to say Blizzard and Activision has been dealing with this kind of shit for a [I]very[/I] long time, so they should absolutely have the resources to handle toxic players in a manner that does not affect the actual development process.
I won't talk on the idea of toxicity being such a problem that it's actually taking developers away from the development team, but I've definitely noticed that Overwatch fans especially on here seem to [I]really fucking hate[/I] Overwatch by the way they talk, or at least that's how they come off. I get that if you really like a game and it doesn't live up to your standards of improvement you might be particularly passionate about the developers fixing those problems but holy shit dude some people here act like Jeff personally came to their house and shot their dog before telling them "remember to buy more crates!"
I find it hilarious they have Widowmaker as the character they show on a video about toxic behavior.
This is coming from company that made fucking WoW, come on, if they haven't figured this shit out yet, they'll never figure this shit out.
