A few days ago I tried to update CCC and ended up having to reinstall windows (no boot, even in safemode). So right now, I don't have it installed but I have two Radeon HD 4870's in crossfire. Is it safe to install CCC again or can crossfire work without it?

Should work with only the drivers... Try an older version of CCC.
