Registration for something needs cell phone, can I use pc instead?

To register for some emails and other things you need to enter your cell phone number and it sends you a text message, then you have to enter some pin number.
I don't have a cell phone and my friend doesn't want to use his.
I heard it was possible to send and receive text messages for free using your computer? Would it work for this?

Get a Google Voice account. It can receive texts.
