This is a ridiculous thing if Blizzard really is implementing it. Mercy rules in general are lame, and just make for cheesy strategies rather then using your mind to create a strategy.
The fact that it takes 9 minutes to reach max weapons or shields, and 18 to have both means that you wont see any investment for a late game.

And those times are for Terran infantry. Protoss has two separate armor upgrades for their infantry (armor and shields) and the Zerg have two attack upgrades for their infantry (melee and ranged).
In the example that whoever is playing is only using one Evolution Chamber/Engineering Bay/Forge, you spend more than a third of the game (by the 30 minute mercy rule logic) running upgrades.
This sounds like a really lazy design, like it is a bandaid fix that works(?) but sounds like it might just ruin the game, especially for an rts.
Imagine being just slightly behind the opponent, and then suddenly losing just because the game hit 30 minutes. Maybe I am interpreting the article wrongly
If pros say that it's a bad choice, at least Blizzard'll consider listening to them.
