I mean I can mostly play Civ 5 maxed out on my Surface Pro 4, so I'd imagine it's not that much more demanding.
I had XCOM 2 going reasonably well on my laptop, I can definitely pull this off. I'm surprised they went up though.
Civ 6 looks like a mobile game, I'm surprised there was any worry at all.

in terms of graphical fidelity, it is a lot sharper and has much more definition than anything civ 5 had, regardless of its artstyle.

I think you have other problems besides worrying if your PC can run Civ 6 at that point to be honest.
I think you're in desperate need of an upgrade.
When the minimum requires a Pentium, definitely time for an upgrade.

Someone in the Steam discussion forum was insisting that there's absolutely no reason for this game to need more graphics processing power than the first StarCraft game, "except for the increased pixel resolution".

Even though the art style looks simpler, Everything looks way more defined than before. The trees look like they're actually modelled rather than a 2.5d clump, not to mention how busy the districts look like they can get.

The exaggerated leaders and units, the colorful palette, all of these have been in Civ games past, all of which predate the mobile games boom.
Civ doesn't look like a mobile game, mobile games look like Civ.

They fixed my biggest gripe with the game a long while ago, the tiny and very sparse trees. Now I think it looks great. I still think the units look a bit silly but that's fine.
