Don't be a smartass. You get the idea.
They could use anything if they wanted. Gunpowder even in a sealed metal capsule. All you need is shrapnel to cripple/kill the bird and a poorly thought idea gets quickly axed as anyone loaning out the birds backs out of offering their services.
And frankly as someone else mentioned, if that doesn't injure them, the rotor blades will.
Don't you think arming a drone with an explosive, flying it in a no-fly zone on purpose where they happen to have specially trained eagles, just so you can maybe hurt one bird. Isn't that a little steep?

You're exactly like the guys who responded with "People will just shoot them down!", when amazon announced their drone services. Its an ridiculous escalation.
EDIT: If a bald eagle ever dies, because he takes down a drone for national security and it blows up. I expect the present of the united states himself to give the fucking speech at this burial.
Whats ridiculous is using live birds of prey instead of just shooting the damn thing down with an air rifle or low velocity shotgun
