Both builds come out to the exact same price of around $1230. What can I substitute for better price/better quality? I want to stay under $1500 for sure.

Main use will be gaming, want to be able to play stuff like BF3, Skyrim, ArmA 2, and Tribes: Ascend smoothly.
You're getting really overpriced ram, and picking 2 sets of 2x2 is like $20 more expensive than a single set of 2x4. The difference in ram speeds don't really mean much when it comes to gaming.
The first build looks better, but at such a high budget you really should add an SSD and get a better video card.
For SSD's anything from Crucial, Samsung, or Intel will get you the best performance/reliability. Recommended most here is the Crucial M4.
Graphics should be updated as well, especially if you want to play on highest settings in the games you listed.
This is what I put together for you, dunno if it would be too much and whatnot and I'm sure someone else could find a better deal on things.

$1470.45 after shipping, then subtract $60 from rebates
You tell him he's overpaying on something then you suggest even more overpriced items, nice.
Just because he has a $1500 budget doesn't mean he wants to spend a full $1500... I'd assume
How is what I gave him more overpriced? If he originally has a 4GB set for 29.99 and I link an 8GB set for 39.99, then what the fuck did I get him that's overpriced. In fact, the only things I changed were the hard drive which is $30 cheaper, the motherboard which is $8 cheaper, the case which is slightly more expensive and 10 times better, and added an SSD and a much better graphics card which would increase his performance by a lot. Cunt.

The only thing overpriced in his build is the PSU, you can get a better XFX one for cheaper. Other than that it's a fine build. You have no idea what you're talking about.
The only reason I didn't even try to recommend a power supply over his is that isn't a strong suit of mine. I looked at one that I want to get when I build my computer but it was out of stock and I have no idea if it's as good http://www.newegg.com/Product/Product.aspx?Item=N82E16817194086

Yah Enermax are really good power supplies. It's a shame that it's out of stock. If someone is spending $130 on a PSU I would probably go for a 900W Antec HCG
Ok, so after rearranging my budget, I would like it to cost $1000 or under without mouse, keyboard, or monitor.
What about OS?

Total w/ shipping is $980.55, $30 in rebates brings it down to $950.55
[editline]19th February 2012[/editline]
Oh and there's also a 7% off discount on the graphics card which brings the total down by $19.25
What about OS?

Preferably Windows 7 64-bit Home Premium.
So you don't already have one?

That was indeed an unfortunate incident, and I hope Antec reimburses him for the damage to whatever parts were damaged, but they're good power supplies. There's no trend of exploding HCG PSUs.

I do know what I'm talking about. Just because you're a gold member doesn't make what you say any more correct than my suggestions/words, you don't have to be a passive aggressive douche

I never claimed that me being gold member made my statements more valid, you're just making things up to try and cloud the fact that you were wrong. I wasn't being passive aggressive either. The fact of the matter is that Walrus chose cheaper parts that were either better or equally as good, which means your statement was incorrect.
-snip- sorry ill make a new thread
I dont want to make a thread thats basically the same question so can you guys help me with this build? Also i dont know if these are all the parts i need so yeah.

Ok, how does this look? My budget did go down, would like to have something similar in performance to this for under $800 if possible, otherwise I'll stick with this setup.
What are you doing? Why are you getting a PII X4 and not an i3-2100/2120? Also Get the HAF 912. I had to go with an Antec 300 for my friend Brad's build last month because it was out of stock and he might not care, but he missed out on a lot better case by not wanting to wait.

Changed case to this.
http://www.newegg.com/Product/Product.aspx?Item=N82E16813131773
Changed mobo to this, although I wouldn't mind a cheaper alternative (please).
http://www.newegg.com/Product/Product.aspx?Item=N82E16819115078
Changed CPU to this.
Is G. Skill RAM bad? I heard from a friend that it's low quality. If so, what is a good alternative?
No, GSkill is a good RAM brand, wtf is your friend smoking
What's the difference between an i5 2300, i5 2400, i5 2500, and i5 2500k?
What's the difference between an i5 2300, i5 2400, i5 2500, and i5 2500k?
Difference between 2300,2400,2500 is the clock speed. The 2500K means an unlocked multiplier so you can overclock. Also I would get this motherboard.

[editline]22nd February 2012[/editline]
Also I would get the i3-2120. The 200MHz bump is seriously worth the $3.

http://www.newegg.com/Product/Product.aspx?Item=N82E16822152181
I switched to this HDD because a) I don't think I'll need 1TB and b) it shaves $40 from the price.
use that saving to get a PSU worth using
http://www.newegg.com/Product/Product.aspx?Item=N82E16817371030
The GTX 550 Ti is shit, get something like this: http://www.newegg.com/Product/Product.aspx?Item=N82E16814161384
Or this: http://www.newegg.com/Product/Product.aspx?Item=N82E16814125412
And if you stretch a bit, and take the rebate, get this: http://www.newegg.com/Product/Product.aspx?Item=N82E16814127592
You could consider this PSU, as well (with rebate): http://www.newegg.com/Product/Product.aspx?Item=N82E16817207013
