I went to boot a computer I have, and it booted up with the all the colors as blue (not the monitor, i've checked) and its forever suck on the screen with the windows logo loading. I've tried restarting, and its the same thing.
Have you tried booting into safe mode?
It's probably some driver that is corrupted, load in safe mode and you'll see what loads.
