The inside of my PC is completely caked in dust, so I'm going to open it and clean it out, but what should I use? I was thinking of a hoover but I feel that might break something.

hahaha, vacuums suck.
Just get a can of electronics cleaner (commonly called compressed air, air cans, etc). Remember to use short bursts.
If the dust is extremely bad, avoid using rags and other items that can have static discharge.

Compressed air.
Compressed air is the only way to go really.

I'm actually not sure why it's so cheap, it arrived and worked fine for me though so don't worry about it.

Oh and make sure you keep it upright when spraying or it shoots out a freezing liquid which will break your electronics and severely burn your hands.

Yes, this. If you do the dusting in your own room, your computer will just get dusty again. Bring it out, then start.

fine do it in your room and bring the vacuum in (make sure it has a hose attachment)
place the hose about a foot away from the computer and turn the thing on. then start dusting the computer with the compressed air. every so often stop dusting and grab the hose and wave it wildly in the air to suck up the dust.
