Could be a dns issue, have you considered switching to opendns or another free dns service instead of using your isp's dns servers?

i havent considered it, i just switched ISP yesterday

Google's DNS servers are good for this.

Use 8.8.8.8 and 8.8.4.4 for the servers.

You probably have some weird settings, check proxy settings, and other interesting settings

The same thing happens very often with my BT Home Hub. As soon as I reset the router, it works fine.
