I just got a New WinTV-HVR-1600 PCI card and It won't let Windows start.
When installed, I get [code]
Loading Operating System...
[/code]
and then it goes to a blinking underscore in the top left corner and does nothing. I have tried booting clean (just monitor mouse and keyboard) but that fails, but when I boot without the card, It starts as normal:

I am using Windows 7 X64 and have tried using a different PCI slot.

How do I get to safe mode when the windows logo does not appear?
You don't need it to appear, boot your PC and repeatedly hit F8, it should come up with a menu, select to boot into safe mode.
I just tried it, It still goes to the flashing Underscore

I had tried that as well, but it didn't work either.
Take it out and return it, problem solved. I had the same card, and found that it was full of problems and problematic software. You know you can't use that with any digital cable service other than clearQAM, without a set top box, right? If you need video capture try to see if your video card supports VIVO, or something like it.
