Need To Reinstall Steam, but Windows Cannot Move My Steamapps Folder

So I opted-in to the Skyrim beta update, and when I restarted Steam it just gave me an "error reading data segment" message and closed itself.
I assumed this meant Steam got corrupted, so I tried to move my steamapps folder to the desktop temporarily while I reinstalled Steam. This is the part where I fucked up.
Understandably, Windows couldn't the handle the job of moving 149 games to another location, and was taking far too long just to get past the preliminary "discovering files" process so I cancelled it so I could figure out how to do this more efficiently. That did nothing, and now I can't access the steamapps folder because it's stuck attempting to cancel the moving process.
How do I fix this in a way that won't irreversibly fuck up my hard drive or force me to download everything again?

And the issue solved itself as Windows finally finished cancelling the second I bitched on the internet...
