• Network priority issues?

So for the past two months, every night at 9:30-10:00, through 2:00-3:00 in the morning, my brother uses his friends, friends netflix account to watch all kinds of shit. You might think, oh no problem, 99% of everyone has a 15,25 or even a 50Mb connection (yes i know the difference between B and b). Well not in this house. Verizon apparently said, "Fuck it, give them dsl" and thats what happened. Netflix on a 330KB/s connection, or about 3Mb/s. I dont even live in the shit middle of nowhere, just over a small, 20 foot bridge running over a slough, but apparently thats enough for verizon to cut the line. Dsl is: Fucking exspensive (more than a 50mb fios connection) Fucking slow Amazing for low pings (100ms from here, florida, and back, from the uk) Anyways, my question is the following. [b]Why the hell does my brothers computer get FULL network priority, and i mean full, not 75%, FULL[/b] Meaning, if he is watching netflix, i dont get shit. If his games update, i dont get shit. The updates dont bother me, i talk with him about it and get him to either limit his steam download rate to 256k or let it run overnight when hes about to go to bed. I normally let mine download overnight, or get on steam on my phone and tell it to update things. What can i do about this, its severely irritating and i normally get blamed for any decreased network speed when my parents try to check their email. The only access i have to the router is pretty much unplugging it and plugging it back in. I also can get to any of the cat5 cables going to any room in the house. We both have gigabit network adapters, though mines newer and has the power of an i72600k behind it. Back when he had a 100Mb adapter, i used to attack the shit out of his computer and that normally dialed him back. The router is gigabit. I feel like putting a capacitor on the data line of the cat5 to just completely eff up the crap going through it. As far as i know, his computer is filled with a shitton of viruses, he runs pirated w7 and all that jazz. Anyone have better solutions? nobody can use the internet when his computer is on, even when its just sitting on the desktop, and my parents wont do shit. I know i sound like a broken record, but as far as the division of internet, we both downloaded war thunder at the same time, mine started downloading about 10 minutes before his, running at the full 330k, as soon as he starts downloading, i get roughly 10-15k and he gets the rest.
You should check your router, they can have priority settings for certain devices on the network, or you could try resetting all the information in the router then you connect to the network first and you might get high priority then

Its kinda pointless seeing as we have a concrete house with aluminum paint on the concreteunder the drywallish siding. Also my computer was connected first, and my brother runs all his shit on the same Mac address. Its some fancy schmansy POS dlink router. I liked our 90s Linksys one better, but apparently having 100mbit Ethernet doesn't cut it for my dad on a 330k line.
Its the nature of ethernet. First come - first serve basis. If your brother uses 100% of the line for netflix, your requests will be stalled at the NIC cache until there is a gap to send it. If this takes too long, the packets will be dropped and you might see this as failed pings etc. etc. Ever tried, like, talking to your brother?
