Because the download games are (theoretically) only available from one source and so there is only one price, whereas retail games will be priced according the individual retailers.
I wonder how much the new Powerpuff Girls game is going to be. I mean, it looks like a flash game that you'd find on Cartoon Network's site.. but still.
