Mouse doesn't work on startup, but after restart it's fine?

I recently upgraded my PC with Windows 7 (as well a new everything else). The only problem I'm facing is that upon startup, my mouse does not work. The red light is lit so it's clearly receiving power, and yet no buttons/motions work. However, after a restart my mouse works fine. I never had this problem with windows XP.

I suppose I can live with it since it's a 30 second fix, but it [i]is[/i] a 30 second fix every damn time I want to use my computer.

I've tried google. Any help would be appreciated.
